Mission Viejo and South County
South County grew mostly by master plan. Mission Viejo was planned from the 1960s around Lake Mission Viejo, and the cities around it, from Laguna Niguel to Rancho Santa Margarita, filled in with planned neighborhoods from the 1970s to the 2000s. For a kitchen remodel that means three things to sort out early: which government issues your permit, what your association reviews, and how your household will live through the work.
Kitchen Remodel Orange County is a referral service, not a contractor. A request from this page goes to an independent remodeler in your part of the county, who gives you their own written estimate.

Mission Viejo first
The City of Mission Viejo’s Building Services division posts a handout called Residential Kitchen Remodel 2026 on the city’s website. Read it before you meet contractors, because it is the city’s own word on what it wants to see for a kitchen project, and the requirements can change from year to year. This site does not summarize it: the handout is on the city’s site.
Whatever the handout says for your project, the working rule is the same as everywhere in the county. Your contractor pulls the permit, the city decides what is needed, and the inspections happen before walls and cabinets close over the wiring and plumbing.
One region, many permit offices
South County looks continuous from the freeway, but it is a patchwork of cities, and each issues its own permits.
| Where you live | Who issues the permit |
|---|---|
| Mission Viejo | City of Mission Viejo Building Services |
| Laguna Niguel, Laguna Hills, Aliso Viejo | Each city’s own building department |
| Rancho Santa Margarita | City of Rancho Santa Margarita |
| San Juan Capistrano, San Clemente, Dana Point | Each city’s own building department |
| Laguna Woods | City of Laguna Woods, plus Laguna Woods Village’s own alteration rules |
| Ladera Ranch, Coto de Caza, Las Flores, Trabuco Canyon | OC Public Works, OC Development Services (unincorporated) |
For any city other than Mission Viejo, check with the city’s building department for your address. If you live in an unincorporated community such as Ladera Ranch, the city halls nearby cannot help you: the county handles your permit.
Associations in the master plans
Master-planned communities usually come with associations. Your CC&Rs and architectural guidelines say what needs review. Where they call for approval, get it in writing before work starts. California Civil Code 4765 says the association’s decision must be in writing and made in good faith through a fair, reasonable and expeditious procedure.
Laguna Woods Village and other age-restricted communities have their own rules for alterations, and they can be detailed. Ask the community’s management office for its alteration rules before a contractor prices the job, so the bid reflects them.

Putting the steps in order
In a master-planned community the order of steps matters, because the association and the city each have to say yes before the kitchen comes out. A typical sequence looks like this, though your contractor and your city set the details:
- Read your CC&Rs and the architectural guidelines, and ask the management office what it reviews
- Settle the design, then collect written bids from contractors on the same plan and scope
- Sign with one contractor, with start and end dates and a payment schedule in the contract
- Submit to the association and wait for its written approval
- Your contractor applies for the permit, and you order cabinets, counters and fixtures so they arrive before demolition
- Work begins, with inspections before the walls and cabinets close over the wiring and plumbing
If you are 65 or older
California gives older homeowners extra time on a home improvement contract. A buyer who is 65 or older has five business days to cancel a home improvement contract made on or after January 1, 2021, instead of the usual three. CSLB’s advice for seniors is short and worth following for anyone: don’t pay cash, and don’t let payments get ahead of the work.
Take your time before signing. Ask a family member to read the contract with you, check the license on the CSLB website, and remember that California caps the down payment at $1,000 or 10 percent of the contract price, whichever is less.
Questions for a South County contractor
- Have you worked in my community, and do you know its association’s process?
- Which license class do you hold? CSLB says plumbing, electrical and carpentry under one contract calls for a B General Building contractor.
- Who gets the permit, and are the fees in the contract?
- Can I see a certificate of insurance and call three recent local clients?
If the cabinets are sound and you like the layout, cabinet refacing in Orange County is a smaller project worth pricing. Irvine owners will find the HOA steps in more detail in kitchen remodel Irvine; coastal owners can read kitchen remodel Newport Beach or kitchen remodel Huntington Beach.
