Kitchen remodel in Irvine, village by village

The fountain and lakeside pavilion at South Lake in Irvine's Woodbridge village

Irvine was planned as a city of villages, and that shapes a kitchen remodel here more than almost anywhere else in Orange County. Before a single cabinet comes off the wall, you usually deal with two offices: your village association and the City of Irvine. This guide covers both, the kinds of homes in each part of the city, and the questions worth asking the remodeler you hire.

Kitchen Remodel Orange County is a referral service, not a contractor. A request from this page goes to an independent remodeler in your part of the county, who gives you their own written estimate.

Irvine’s permit instructions

The homes behind Irvine kitchens

Woodbridge, Northwood, Turtle Rock and University Park are among the older villages, with many tract homes from the 1970s onward. Westpark, Woodbury, Quail Hill and Oak Creek came later, and Portola Springs, Stonegate, Cypress Village, Orchard Hills and the Great Park neighborhoods are newer still.

That spread of ages means two very different kitchen projects share one city. In the older villages, a kitchen often still follows the builder’s first plan: a closed room with a wall between it and the family room, tile or laminate counters, and cabinets that have been painted at least once. In the newer neighborhoods the layout is usually open already, so owners tend to change finishes, add an island or improve the lighting rather than move walls.

  • Builder-grade cabinets that are worn but structurally sound, a good case for cabinet refacing in Orange County
  • A wall between kitchen and family room that the owner wants opened, which raises structural and permit questions
  • Original tile counters and small sinks under a window
  • Recessed or fluorescent ceiling lights that no longer meet the owner’s needs

Your HOA comes first

Nearly every house in Irvine sits under an association with architectural review. Your CC&Rs and the association’s architectural guidelines say what it looks at. Interior work may or may not need review; changes that show from outside, such as a new window over the sink or a range hood vent through an exterior wall, are the kind of thing to ask about first. Associations also tend to set work hours, parking rules and where a dumpster may stand, and those rules shape the remodeler’s schedule.

  1. Ask the management company for the current architectural guidelines and application form
  2. Have your remodeler prepare a drawing and a written scope the committee can read
  3. Note the work hours, parking and dumpster rules for your street
  4. Submit, keep a copy, and wait for the written decision before demolition

California Civil Code 4765 sets the ground rules for that decision. It must be in writing, made in good faith, and reached through a fair, reasonable and expeditious procedure, and it may not be unreasonable, arbitrary or capricious. If something in the decision is unclear, ask the association in writing so you have its answer on paper.

Permits in Irvine

The City of Irvine’s permit instructions list a few kitchen jobs as needing no permit: replacing toilets, sinks, garbage disposals and dishwashers. Most remodels go further than a straight swap. For those, the city has a small residential electrical and plumbing permit that covers up to 10 electrical fixtures or outlets and up to 4 plumbing fixtures, and it needs no plans.

A Residential Kitchen Lighting Worksheet goes with that permit. Removing a wall, moving the sink to an island or adding more fixtures than the small permit covers is a different application. In every case your contractor pulls the permit and the city decides what is needed.

Why the lighting worksheet matters

California’s energy code covers kitchen lighting. Under the 2022 standards, altered lighting had to meet the high-efficacy rules, and the 2025 Building Energy Efficiency Standards took effect on January 1, 2026. Ask your remodeler how the fixtures they propose meet the current Title 24 lighting rules, and have the answer written into the plan.

Worth knowing

A permit is not just paperwork. It brings an inspection of the wiring and plumbing behind your new cabinets, before the walls are closed.

Tustin and Lake Forest

Tustin Ranch and Old Town Tustin sit just north of Irvine, and Foothill Ranch and Portola Hills are in Lake Forest to the east. The streets can look alike, but each is its own city with its own building department, so an Irvine permit answer does not carry over. If your home is in either city, check with the city’s building department before you plan, and expect your association, if you have one, to run its own review as well.

Hiring for a home with architectural review

In a community with an active association, the remodeler’s paperwork matters as much as their carpentry. A contractor who has prepared submittals before knows what a committee wants to see and builds the review time into the schedule. Ask these questions at the first meeting:

  • Will you prepare the drawings and scope for the HOA application, or do I?
  • Who pulls the City of Irvine permit, and is the fee in the contract?
  • When will work start and end, and what happens to the dates if the association takes longer?
  • Which license class do you hold? CSLB says a remodel with plumbing, electrical and carpentry under one contract calls for a B General Building contractor.
  • Can I see a certificate of insurance, and who are three recent local clients I can call?

Then look the license up on the CSLB website before you sign. CSLB also suggests getting at least three written bids based on the same plans and scope, so you compare like with like. Remember that California caps the down payment at $1,000 or 10 percent of the contract price, whichever is less, and that later payments may not run ahead of the work.

If you live elsewhere in the county

Master-planned communities with strong associations are common in South County too; the kitchen remodel Mission Viejo guide covers them. If your home is one of the older single-storey tracts near the coast, read kitchen remodel Huntington Beach. The homepage permit table shows what four city building pages say side by side.

Questions people ask

Do I need HOA approval for a kitchen remodel in Irvine?

Nearly every Irvine home has an association with architectural review, and your CC&Rs say what it reviews. Ask the management company early, and where approval is required, get it in writing before demolition.

Can I replace a dishwasher without a permit in Irvine?

The City of Irvine’s permit instructions list replacing toilets, sinks, garbage disposals and dishwashers as needing no permit. Adding outlets or fixtures is different: the city’s small residential electrical and plumbing permit covers up to 10 electrical fixtures or outlets and 4 plumbing fixtures. Your contractor pulls the permit and the city decides.

Does Tustin or Lake Forest follow Irvine’s permit rules?

No. Each is its own city with its own building department. Check with the city’s building department for your address.
